I'm going to apply to this job but it says to "contact through email" and I'm not sure what to put in the email. Should I say that I'm applying for that job and then attach my resume?

I worked for this library system eleven years ago and am reapplying for the same position. I am targeting many positions, but the cover letter I am struggling with just now is addressed to someone who already knows of me and does not particularly care for me. As many of you have noted, many of the jobs I'm looking require at least 1-2 years of experience.  I'm applying to mostly editing/writing jobs, and I've never had a professional editing job before.  I have had some experience writing for a college magazine and I minored in journalism, so it's not like I'm completely clueless.
